The project is implemented in partnership with “Knowledge” Association (Lovech), “New Road” Association (Hayredin), Club of Non-Profit Organizations (Targovishte), and The Health and Social Development Foundation (Sofia).

The implementation of the project activities has been planned from February 2019 – December 2020.

The project is funded by the Trust for Social Achievement with the amount of BGN 43,857.


Project Summary:

In recent years, the necessity of quality education and early childhood care is becoming the focus of more and more organizations and institutions working in the field of early childhood development in the country. This became a trend since there are a lot of identified problems in the system of early education. Data from NGO surveys shows that the lack of educational institutions in small towns or the financial inaccessibility of kindergarten fees leave a large group of children from vulnerable ethnic communities out of the educational system. In most kindergartens, parents are excluded from decision making about their children, and their participation is limited to problem-solving situations only. This does not provide the children with a good social interaction model. Data from situational analysis show that the educational programs do not support holistic development and do not adapt to the individual needs of the children. In addition, in many places, the programs are being carried out in an environment that is not sufficiently stimulating for the children’s development. Apart from the efforts to ensure access to kindergartens by removing formal barriers such as fees, language difficulties, etc., the situation shows the need of supporting the professional development of teachers, social workers, etc. Our observations show that in most cases single members of a team are trained in specific disciplines. By providing training to professionals about the overall organization and process of educational care for children will allow the development of sustainable institutional projects and the ability to seek effective solutions for all stakeholders.


What are we aiming for?


The project “Quality education for an equal start” aims at supporting the initiation and development of local practices based on the Quality Framework for Early Childhood Education and Care (ECEC) under the auspices of the European Commission. For this purpose, the project will train representatives of kindergartens and non-governmental organizations as ECEC trainers, who will transfer their knowledge and experience through training to local educational institutions, which will then work to synchronize their practices with the basic principles and guidelines of the ECEC.


The Quality Framework for Early Childhood Education and Care (ECEC) contains the most up-to-date frameworks related to current EU policies in the field of early childhood education and care (ECEC) and formulates clear recommendations on each topic.

Choosing the participants in the training for trainers according to pre-defined criteria (kindergartens and NGOs)

Informing the participants about the upcoming training

Translation, adaptation, and training preparation

Adaptation of the training package to the local context and the needs of the participants and translation of training materials

Processing training feedback

Creating a special methodology for providing support to trainers and kindergartens, which includes homework for trainers, feedback, follow-up feedback for participants, institutional plan for trained kindergartens

On-site training and follow-up meetings in kindergartens

Monitoring of the training material application through training courses in kindergartens, organized on the spot by the participants. The role of WWO Bulgaria is to coordinate, provide resources for training, feedback, and support to trainers.

Follow-up activities in the kindergartens through a mid-term meeting for good practices exchange – documents actualization, practices, repeated team meetings, preparation of an improvement plan, etc. After the training, the kindergartens will apply the knowledge, and the trainers will give them guidelines, but the kindergartens themselves will determine the specific steps they will take. Partner NGOs are expected to lead the process.

The success indicators that are set are for the inclusion of a maximum of 11 trainers, representatives of kindergartens, 9 teams, 80 trained teachers.
